For every financial package given by a school, do you actually attempt to negotiate and convince the school to increase the grant or merit or aid?

I tried with UPenn a couple of years ago, but they didn't offer anymore. However, another person on this board (also 2 years ago) matriculated (and paid the deposit) then realized it was just going to be too much money, so contacted Penn to tell them that he could not actually attend and it was due to money. Penn wrote him back and gave him full tuition..... and he went there.... so who fuckin' knows how this shit works. It certainly can't hurt to try.
