i doubt the chrysler meets current epa standards, but it would probably be grandfathered. does atlanta have emissions tests?
wouldn't the love shack be a 'u' or possible 's-1' occupancy? or is it a publicly accessible commercial establishment, such as a bar (why is there a mattress in a bar?)
the glitter everywhere does sound like littering, to the point of being a public nuisance.
