I'm a graduate student at SCI-Arc currently developing my thesis. I'm using the Kaliningrad Competition as a base project.
I was not permitted to register for the competition and I'm wondering if, perhaps, anyone that has registered could be so kind as to share the provided Background Materials.

You should also ask the competition contact for the materials. The worst they say is No (or nothing...)

I don't understand these indirect requests. The best way is always to ask the primary person or entity then go on Google to see whoever might be bragging about their work and deduce.
I don't know what materials you need but their website seems to list plenty to get started. It's not some secret government papers, I doubt they will not give you whatever you want if you ask kindly.
