The Port Authority Engineering Department's Resilient & Sustainable Engineering (RSE) unit is seeking a Technical Manager, Standards of Practice (Technical Manager). The Technical Manager will be a senior leader within RSE and an essential contributor to achievement of the Authority's ambitious sustainability and resilience objectives, including Net Zero greenhouse gas emissions, renewable energy production, sustainable construction, climate and extreme weather resilience, and more. The Technical Manager will not initially supervise Port Authority staff but will benefit from access to a range of resources, including staff, consultants, and academic expertise.

The Technical Manager need not have deep expertise in all relevant subject matter, but rather must oversee the successful delivery of a variety of sustainability- and resilience-themed engineering and architectural Standards. Therefore, the successful candidate must exhibit very strong organizational and communication skills (oral and written), possess extensive Standards development experience, offer broad knowledge of sustainability and resilience in the engineering context, provide exceptional quality control of all deliverables, and deliver all services on time and on budget.

Reporting directly to the Chief, Resilience & Sustainability, the Technical Manager will:

  • Lead development of and updates to the Authority's guidelines, manuals, bulletins, specifications, and other technical and procedural requirements (collectively, standards) for sustainable and resilient design and construction, in alignment with national best practices, third-party rating systems, grant eligibility/evaluation criteria, and agency policies.
  • Partner with Program Managers, subject matter experts (SMEs) and project delivery staff to ensure that all Standards (pre-existing and new) are readily applicable in design and construction practice, with particular focus on:
    • Successful integration into delivery processes and workflows,
    • Differentiating tenant requirements, as needed,
    • Straightforward and robust documentation procedures,
    • Supportive technology solutions for both office and field staff, and
    • Reductions in administrative and procedural burdens.
  • Coordinate development and implementation of tools, resources, reference guides, and job aids for design and/or construction engineers and architects to support successful Standards implementation.
  • Ensure appropriate integration and connectivity both between RSE's new and pre-existing Standards and with other (non-RSE) engineering and non-engineering standards.
  • Spearhead training and professional development activities to support Standards uptake, including orchestrating approximately quarterly custom live and on-demand training modules as part of RSE's ongoing educational outreach.
  • Produce end-of-year and ad hoc progress reports, including overseeing the collection of documentation, data analytics (including the creation of dashboards), and report production.
  • Occasional contribution to Capital Project delivery, tenant project review, and other core sustainability and/or resilience initiatives.

Qualifications:

  • Bachelor's Degree in a relevant engineering discipline, architecture, landscape architecture, construction management, or a related discipline from an accredited college or university.
  • Minimum 10 years of professional experience in the Architecture, Engineering, and Construction (AEC) industry focused on sustainability and/or climate resilience.
  • Minimum 5 years leading resilience and/or sustainability Standards development in the AEC industry.
  • Active LEED AP BD + C credential, with demonstrated implementation experience on large projects relevant to the Port Authority.
  • Strong organizational skills
  • Excellent communication skills (oral and written) writing presentation, and meeting management skills.

Desired:

  • A master's degree in one or more of the above fields may fulfill up to two years of the experience requirements for this position).
  • Familiarity with the Port Authority's facilities and transportation business lines.
  • Relevant professional licensure (e.g., Registered Architect, Registered Landscape Architect, Professional Engineer, or equivalent).
  • Active ENV SP credential (other rating systems, such as WELL or WEDG, are considered pluses)
  • Driver's license.
