The Lead Community Planner (Placemaking) will develop, review, and make policy recommendations to the Associate Director of the Design Division, Deputy Director for Citywide Strategy and Analysis, Deputy Director for Planning, Engagement, and Design, and OP Director on Urban Design and Neighborhood Placemaking. Develops and advises on guidelines and regulations for urban design and neighborhood placemaking. Coordinates and negotiates with government agencies, community representatives, and private and other stakeholders on implementation of this guidance. Leads OP’s design review of Planned Unit Development and architectural design-related regulatory reviews in collaboration with Deputy Director, Development Review and Historic Preservation, the Associate Director, Development Review, and agencies such as the National Capital Planning Commission and District Department of Transportation. Leads physical planning efforts, public life studies, and manages conceptual design processes for signature capital projects and placemaking efforts.

The incumbent collaborates with other OP divisions, District and federal agencies and external stakeholders to advance design excellence in the District through the development and implementation of citywide and place-based urban design policies, guidelines, and regulations; federal design reviews of high-profile District and federal projects in the city’s-built environment; and interagency planning initiatives for citywide design systems such as parks and open space. Builds and maintains effective partnerships to strengthen the District’s design character with colleagues from other District agencies; federal agencies, including those with project review authority such as the Commission of Fine Arts and the National Capital Planning Commission; the development and design communities; community members; and other stakeholders. Responds to Director’s requests for urban design and neighborhood placemaking systems best practices, white papers, presentations, and other written materials. Serves as urban design expert in support of the Comprehensive Plan, Small Area Plans, and other key planning products. Informs staff and responds to resident and other stakeholder inquiries on neighborhood placemaking and urban design issues. The incumbent will have experience with speaking before city boards and commissions, and community stakeholders. Skilled in the use, operation, and application of appropriate software. Facility with all of the following programs is desired: Microsoft Office Suite, Adobe InDesign, Illustrator, and Photoshop, ArcMap, CAD, and Sketchup (or other 3D modeling software).
