Assistant Commissioner, Architecture and Engineering Program Management

MAJOR RESPONSIBILITIES

• Under the direction of the Deputy Commissioner for Capital Projects, with wide latitude for independent initiative and judgment, oversee Parks’ Architecture and Engineering design portfolio including approximately 100 building, seawall and retaining wall projects valued at $500,000,000. 
• Manage technical and professional staff of approximately 60 people responsible for planning, developing, estimating and managing the design of Capital improvements on Parks buildings and structures.  Ensure high quality design solutions, constructability reviews and easy maintenance.  
• Sign and seal as Architect or Engineer of Record on plans, inspection reports and applications produced by Parks staff to the Department of Environmental Protection (DEP), Department of Buildings (DOB), Small Business Services (SBS) and other regulatory agencies.
• Coordinate with the Deputy Commissioner for Capital Projects, Borough Commissioners, Capital Division Chiefs and other agency divisions to establish priorities and set program goals.  Ensure staffing assignments and expediting needs are sufficient so that projects remain on schedule and within budget.
• Establish and maintain an effective working relationship with the Assistant Commissioner for Landscape Architecture Program Management to accomplish agency Capital goals and ensure well-coordinated designs.
• Serve as agency-wide resource for emergency architecture or engineering issues in order to assess situations and recommend a course of action.
• Serve as principal liaison to other agencies managing Parks’ architecture and engineering Capital work including a significant citywide bridge program with the Department of Transportation (DOT), inspection of waterfront assets with the Economic Development Corporation (EDC), and construction of large scale public buildings with the Department of Design and Construction (DDC).  

QUALIFICATION REQUIREMENTS

A valid New York State Registration as an Architect or a valid New York State Professional Engineer's License and six years of progressively responsible full-time paid experience in engineering, architecture, or a related field, at least 18 months of which must have been in a managerial, broad administrative, executive, or high consultative capacity. 

Study at an accredited college or university in any of the above mentioned fields will be accepted toward meeting the general experience requirements on a year for year basis but not for the 18 months of managerial, administrative, executive, or consultative experience, as described above.
Residency in one of the five boroughs of New York City required within 90 days of hire.
PREFERRED SKILLS/QUALIFICATIONS

1. At least ten years of experience in a supervisory capacity overseeing multiple architectural projects.  
2. Experience with the operation, design and construction of the city’s infrastructure systems, and knowledge of current engineering methods.
3. Experience working in NYC government and knowledge required to lead government employees.
4. Strong leadership skills, with the capacity to create a solid team environment.
5. Excellent verbal and written communication, interpersonal, customer service, organizational and presentation skills.
6. Ability to multi-task in a fast-paced environment, prioritize among competing needs and respond quickly to requests for information.
7. Excellent computer skills with proficiency in Microsoft Word, Excel and Access.
8. Familiarity with NYC Building Code and local laws pertaining to Green Building/LEED standards and requirements. LEED AP certification preferred.
9. Driver license valid in the State of New York.

Salary: $140,000 - $160,000 plus excellent benefits
