texas - has a unique situation - it can actually seceed if it feels like & the feds don't have squat to say about it (unless pork projects, etc are doling out) ......... no civil war potential there. it can also split into several individual states to up its overall representation if it stays in the union. all of this because when it joined the United States - it was the independent Republic of Texas.
