yes. In fact, it's more common than you think. I can personally tell you that there are people who were not from U.S. who got into University of Oregon's Architecture program.
Not an international student, but we had a large and diverse class when I graduated from Syracuse University (from something like 30 countries, ranging from Turkey to China to the UK to Egypt). All of these schools you've listed have tons of information about their international student programs, scholarships, grants, etc.

Almost all US universities LOVE international students, because money.
