Yes, you can make a hatch from scratch. The easiest thing to do is to approach it in the same way as editing an existing hatch. Make sure to rename the hatch first, so you don't change the original. Then delete all the "levels" in the existing hatch. This puts you in empty space, ready to create new "levels."
To create a convincingly random shingle pattern you'll probably need at least 5 or 6 levels. One or two will be your horizontals, and the rest will be your "random" verticals. They won't truly be random, but if you experiment with varying the spacing and offsets of the verticals you'll be able to get a pretty convincing shingle pattern.
