The more residents who want to participate in these test programs, the better: although the current population is hovering around 2,000, city leaders expect it to grow to 20,000 in the next fourteen years.</p><p><img title="" alt="" src="http://cdn.archinect.net/images/650x/6n/6nsy1dxxn400uuyq.jpg"></p>
