<p>Once completed, the development will provide a total of 228 studio and one-bedroom apartments reserved exclusively for people who had previously experienced homelessness. Proponents say it will be the largest single-addition housing project of its kind in the city. </p>
<p>Los Angeles is currently in the midst of a crisis caused in large part by <a href="https://archinect.com/news/article/150335072/political-disorder-is-impeding-much-needed-housing-progress-in-los-angeles" target="_blank">state and local policy failures</a>, the <a href="https://archinect.com/news/article/150205001/covid-19-lapses-in-federal-support-delay-l-a-s-landmark-affordable-housing-initiative" target="_blank">lack of financing</a>, and a compendium of related issues, including developers' reticence, <a href="https://archinect.com/news/article/150204468/how-l-a-corruption-kills-affordable-housing" target="_blank">corruption</a>, and the resounding absence of low-income housing countywide. It also puts into sharp relief how easily neighborhood opposition can derail a project, even when the funding and space is available — and the need is clear.</p></em><br /><br /><p>The Mission district parking lot is scheduled to become an affordable housing development with construction beginning in 2025 and the <a href="https://archinect.com/news/article/150282344/san-francisco-is-adapting-the-tiny-home-approach-to-city-s-largest-encampment" target="_blank">tiny homes</a> program was expected to fill the gap. “It's always the same hand wringing,” housing advocate Sam Moss told the <em>Chronicle</em>. “It’s never about taking care of our homeless, it's always about how you're going to feel about what it's like to see homelessness.” </p>

And yet, a year later, two-thirds of the Cecil remains unoccupied.</p></em><br /><br /><p>The rare privately-funded $80 million conversion project for the influential <a href="https://archinect.com/features/article/150011561/can-good-design-cure-la-s-homeless-problem-we-asked-mike-alvidrez-ceo-of-skid-row-housing-trust" target="_blank">Skid Row Housing Trust</a> is one of many case studies on the issue of vacant single-room occupancy (SROs) in Los Angeles. The city housing authority’s Section 8 director thinks an absence of in-unit bathrooms and kitchenettes is to blame for the empty rooms at the Cecil, but bureaucratic hold-up and a lack of coordination between disparate agencies that serve the vulnerable is the primary factor that’s causing the project to fall short of its weekly move-in targets by 66%.</p>

<p><a href="https://www.bloomberg.com/news/articles/2022-06-22/hud-funding-aims-to-deter-sweeps-of-homeless-camps?utm_content=citylab&utm_campaign=socialflow-organic&utm_source=linkedin&utm_medium=social" target="_blank">Bloomberg</a> is reporting that the U.S. Department of Housing and Urban Development (HUD) has earmarked some $365 million worth of funding aimed directly at the country’s unhoused population it says currently numbers more than 550,000.</p>
<p>The funding is going to be provided through an expansion of HUD’s <a href="https://www.hudexchange.info/programs/coc/" target="_blank">Continuum of Care (CoC)</a> grant program and a new round of housing choice vouchers which add up to $43 million. It represents the first time that the agency has dedicated monies to directly aid those who are without shelter, and will address the related issue of rural homelessness with a special earmark of $54.5 million. <br></p>

<p>The project, located at Kansas’ Lawrence Community Shelter, is called Monarch Village. It was established in response to the need for adequate quarantine spaces for its population when the Covid-19 pandemic struck in 2020. The initiative is part of the non-profit Studio 804, a comprehensive design-build program offered through the school where graduate students design and build a <a href="https://archinect.com/news/tag/30730/leed-platinum" target="_blank">LEED Platinum</a> project. Monarch Village is the studio’s sixteenth. </p>
<p>According to Studio 804, the dwellings offer much-needed privacy for families while allowing guests access to services at the shelter. It is hoped that this project will be a precedent to move away from housing the homeless in gymnasium-like rooms full of bunk beds, an arrangement that makes isolating impossible.</p>

The cabins will remain for 18 months, when the lease the city signed for using the parking lots as outdoor shelter spaces runs out.</p></em><br /><br /><p>The 64-square-foot cabins are produced by LifeMoves, a Silicon Valley-based company responsible for the installation of a <a href="https://www.kqed.org/news/11876745/just-glad-to-be-here-mountain-views-new-homekey-site-serves-as-temporary-refuge-for-citys-growing-homeless-population" target="_blank">similar development</a> in nearby Mountain View in 2016. Neighboring Oakland has operated its own cabin site since 2017, albeit with <a href="https://www.sfchronicle.com/bayarea/article/Are-Oakland-s-cabins-a-success-Homeless-14477680.php" target="_blank">mixed results</a> for residents who have found themselves back on the streets long-term. </p>
<p>San Francisco’s move comes a bit late, however, as COVID-related fears have deemed the crowded shelter system a <a href="https://www.wbur.org/news/2020/10/16/homeless-shelters-winter-coronavirus-covid-boston" target="_blank">non-starter</a> for many. Other cities like Los Angeles have <a href="https://archinect.com/news/article/150249524/lehrer-architects-converts-vacant-lot-into-colorful-tiny-home-village-for-the-homeless-in-north-hollywood" target="_blank">invested</a> in the tiny homes movement, which is being seen as a <a href="https://www.mercurynews.com/2020/11/27/thinking-small-how-coronavirus-is-changing-how-we-build-homeless-shelters/" target="_blank">popular solution</a> to a <a href="https://archinect.com/news/tag/754727/homelessness-crisis" target="_blank">crisis</a> at a time when <a href="https://archinect.com/news/article/150279794/uc-berkeley-revises-proposed-people-s-park-housing-scheme-as-chancellor-promises-to-accommodate-its-unhoused-population" target="_blank">encampments</a> sanctioned by municipal governments are popping up increasingly throughout the state. More than 40% of America’s homeless population <a href="https://www.marketwatch.com/story/this-state-is-home-to-nearly-half-of-all-people-living-on-the-streets-in-the-us-2019-09-18" target="_blank">lives in California </a>alone.</p>

The city filed an injunction application on Feb. 12 against Khaleel Seivwright, a carpenter who has been building small structures for those living outside.
The city wants an order that permanently stops Seivwright from placing or relocating structures on city-owned land.</p></em><br /><br /><p>According to <em>CBC,</em> Seivwright's shelters are in numerous parks across the city. The carpenter has been building the tiny structures since last fall and has raised over $200,000 on GoFundMe for materials.</p>

<p>In a February 11th post on his GoFundMe page, Seivwright wrote: "I'm makin this post to let you all know that we have stopped building Tiny Shelters but will continue to do maintenance and relocating of shelters as people staying outside get into housing."<br></p>
<p>The hearing date for the city's injunction has not yet been set.</p>

The design team converted an under-utilized quarter-acre parking lot into a vibrant 70+ bed facility for homeless Angelenos. With a tight timeline, the complex was designed in a mere three weeks and built in only four months.</p>

<p>The facility will comprise the new home of <a href="https://sfclb.org/posts/st-francis-center-to-reopen-with-new-look-in-the-fall" target="_blank">St. Francis Center</a>, a group of Secular Franciscans who have operated a neighborhood-serving facility in the area since 1970. The group's facilities temporary shut down in 2017 and are now set to reopen in October 2020 when work on the project is complete. </p>

In the lawsuit, the group [Friends of Waverly Inc.] asserts that Los Angeles officials abused their discretion when they granted the planned shelter an emergency exemption from the California Environmental Quality Act.</p></em><br /><br /><p>According to the <em>Los Angeles Times </em>the lawsuit "argues that the city skipped necessary hearings for the project, flouting the city charter and ignoring the rights of nearby property owners." </p>
<p>The $6.6-million project is due to include a 10,800-square-foot building with around 100 beds and trailers for showers, restrooms and administrative offices. It is part of the city's bridge housing program which aims to provide shelter for the homeless while permanent shelters are under construction. As such, this <em>temporary</em> shelter at Griffith Park would be leased by LA County for three years to help those living on the streets, reports the <em>Los Angeles Times.</em></p>

The case manager’s office has sat empty since Aug. 5, and no one has left the village for permanent housing since at least July.
Now, after an almost seven-month stalemate, the city announced Tuesday it won’t fund the village after December, saying it’s out of compliance with its contract.</p></em><br /><br /><p>In a city-issued press release, Seattle spokesperson Will Lemke writes, “The village will no longer operate after Dec. 31, 2019, and the property will be returned to Seattle City Light.” </p>
<p>City officials, according to <em>The Seattle Times</em>, will help offer “new shelter or housing resources” for anyone displaced by the closure.</p>

According to a recent article by <a href="https://www.businessinsider.com/amazon-headquarters-homeless-shelter-seattle-2019-11#an-industrial-kitchen-will-produce-600000-meals-per-year-8" target="_blank">Aria Bendix of Business Insider</a>, Amazon is following through in a surprising way: By building a homeless shelter within its Seattle headquarters.</p>
<p>Bendix reports, "Two years ago, <a href="https://blog.aboutamazon.com/community/building-a-home-with-heart" target="_blank">Marty Hartman, the executive director of Mary's Place homeless shelter in Seattle, received a package from Amazon</a>: The company presented her with a golden key symbolizing access to eight floors of a building in its Seattle headquarters." Under the arrangement, Hartman was offered "permanent space in one of Amazon's corporate offices. Now, that space is almost finished."</p>

<p>Formally known as the <a href="http://www.yalearchitecture.org/buildingproject/bp19/" target="_blank">Jim Vlock First Year Building Project</a>, the year-long studio has been an annual ritual at the university since 1989 when then-dean <a href="https://archinect.com/news/tag/14974/charles-moore" target="_blank">Charles Moore</a> instituted the program. Since then, Yale students have worked to design and build homes for over 50 New Haven families, according to the university. This year's run of the program is being carried out in partnership with <a href="https://www.columbushouse.org/" target="_blank">Columbus House</a>, a non-profit organization that works to address homelessness in the New Haven area. </p>

Currently, Los Angeles County is home to the second largest population of settled <a href="https://archinect.com/news/tag/314845/homelessness" rel="nofollow" target="_blank">homelessness</a> in the U.S. Local government and organizations aim to create solutions in order to combat the issue with a little over 53,000 people who are homeless and in need of housing. In order to address the homeless <a href="https://archinect.com/news/tag/322270/housing-crisis" rel="nofollow" target="_blank">housing crisis</a>, the Los Angeles based creative residency <a href="http://www.72u.org/" rel="nofollow" target="_blank">72U</a><strong></strong> promotes the importance of <a href="https://www.dearneighborla.com/why-psh" rel="nofollow" target="_blank">Permanent Supportive Housing (PSH)</a> through a different kind of narrative. Through art, design, and empathy, the project initiative <em><a href="https://www.dearneighborla.com/about" rel="nofollow" target="_blank">Dear Neighbor</a></em> aims to use murals, written letters, recorded interviews, and eye-catching infographics to bridge communities together through awareness.</p>
