The design strategy to make the city of Gjilan an Adaptable City, according to the Europan12’s main theme, is to strengthen the iconic value of the city Boulevard and transform it into a more accessible space, narrowing the street section and releasing it from traffic. Its generous size is designed as a green spine that connects the city north to south. Alternative modes of transportation are provided along with the redesign of the green areas so that the Boulevard is accessible to a population of different needs and age group. At the intersection of the Boulevard with the River the new city center, with all the functions required, is rethought as a social space of interaction and relationships.

The city center is composed of a new municipality building , an hotel and a cultural center kept togheter by a platform that reconnects the city on two different levels, the ground one and the upper one at the first floor of each main building. It creates the opportunity to live the social spaces in different ways and it is conceived as an upper square, a new city core. The buildings are posed on the platform level as layers and they are also thought to be constructed in different phases to respond to the growth of the city and its needs.
