This is a competition entry for the Evolo Competition.  The concept is working with the rise in sea level, is meant for residents of Miami Florida to relocate to the structure as their real estate would be under water.  The structure is a living bridge that moves with the water level, generates enough energy through wind belts and tidal barrages to power of 74,000 homes.
