Given a large program in a large city with a small site, this project is about negotiating the specific needs. The shifts in size and shape of the floor plates are determined by program, which also informs each floor’s attitude toward the street, giving the building a particular ‘posture.’  The circulation for this public building is outdoors, embedded between the two layers of the structural exoskeleton.
