How can we improve social activities and cultural characteristic of a district through architecture?

building A 18000 square meter cultural, commercial and cinema spaces inside an unsecured neighborhood with many crimes and illegal activities, in order to improve social and cultural activities of inhabitants is the main concern of this project. The idea was to convert BOX (as a symbolic metaphor in architecturE) to De-BOX which means making architecture accessible to the public to encourage everyone to participate in public activities.
