About 

I am a licensed architect and lawyer practicing in Puerto Rico.  As an architect, I have continuously embraced a comprehensive, feasible and sustainable design philosophy, ideals that surface in the broad array of scales, programs, regulations and projects to which I have been involved such as educational, commercial, business offices, government, affordable housing, and single-family residences.

As a design and solutions-focused professional architect with over 18 years of experience I have the talent and training to contribute at multiple levels.  On the other hand, as an attorney I work in partnership with colleges on legal researches and analyzing laws and regulations, prepare legal documents such as motions and petitions among other duties.

Duties & Responsibilities:
-Discuss the ideas, objectives, requirements and project cost budgets.
-Prepare and present feasibility reports and design proposals to the client.
-Defines program requirements and establishes design parameters based on client requirements.
-Design and develop, drawings, construction documents and specifications.
-Resolve complex design issues by providing innovative and practical technical solutions.
-Specify the nature and quality of materials.
-Coordinate all the design phases with clients, consultants and government agencies.

AS AN ATTORNEY
Duties & Responsibilities:
-Conducts investigations and prepares reports for supervisor.
-Research and analyze laws and regulations by studying laws, statutes, constitutions, regulations, court opinions, including precedents and reasoning.
-Advise clients concerning business transactions, claim liability, advisability of prosecuting or defending lawsuits, or legal rights and obligations.
-Contact agencies and attorneys as needed for a case.
-Keeps cases organized by establishing and organizing files; monitoring calendars; meeting deadlines; documenting actions; inputting information into file database and case management software; confirming case status with attorney.
-Keeps clients informed by maintaining contact; communicating case progress.
-Evaluate findings and develop strategies and arguments in preparation for presentation of cases.
-Examine legal data to determine advisability of defending or prosecuting lawsuit.

Duties & Responsibilities:
-Evaluate and proposed yearly projects with its estimated construction cost to the Chancellor Office.
-Evaluate, recommend and select proposals from consultants and designers and contractors as well as evaluate and recommend contractors
-Supervise and evaluate staff members which includes 15 staff members, 15 construction personnel and 5 students.
-Manage office and projects budgets.
-Revised and approved projects change orders.
-Prepare and deliver reports and recommendations requested by the Chancellor.
-Prepare and present annual project progress report regarding design, constructions as well as projects to be develop regarding campus planning for the Chancellor’s Office.

AS INSPECTOR
Duties & Responsibilities:
-Review and study plans, specifications and sites for construction projects.
-Inspect the construction of surface street improvements (i.e., paving, curb and gutter, sidewalk, etc.), storm drains and boxes, underground utility systems including lift stations, pressure stations, parks, grading and private street systems, street lights and traffic signals.
-Review detour plans, haul routes and erosion control plans.
-Inspect pipe laying for alignment, grade, jointing, fittings and materials.
-Inspect grading, fine grading and irrigation systems.
-Inspect, monitor and investigate activities related to compliance with the National Pollutant Discharge Elimination System (NPDES) and the city Stormwater Program, and ensure compliance with regulations relative to stormwater runoff from construction sites.
-Enforce ordinances pertaining to permits, dust control, erosion control, grading and public improvements.
-Check required State and Federal records pertaining to wages and minority goals.
-Prepare and check progress payments, reduction and releases of securities, Notices of Completion and minor engineering reports.
-Evaluate and approved change orders and monthly payments.
-Keep miscellaneous records and prepares reports as needed.
-Maintain logs, records, record drawing (as-builts).
-Review and make recommendations to the Construction Projects Manager/Field Engineering Supervisor and others for the solution of special construction issues and site conditions.
-Schedule and make arrangements for construction survey, soil and material testing, and other services or materials; conducts a variety of tests on new facilities.
-Schedule and coordinate shutdowns of city facilities affected by connections of new facilities; ensures all facets of shutdown and connections comply with city standards and specifications and approved plans.
-Coordinate construction and inspection services in cooperation with contractors and other agencies; communicates and confers with representatives of utility companies, contractors, public agencies and the general public; answers citizen complaints and requests for information.
-Verify licenses of onsite workers.
-Explain and enforce laws and rules relevant to the field.
-Respond to, reports and investigates accidents, incidents and complaints for conformity with construction codes, department rules, other pertinent laws and rules, and approved plans and specifications.
-Conduct construction inspections, reviews contractor pay requests; responsible for the management of ADA ramp, sidewalk, and curb and gutter replacement, trip hazard, and road cut programs.
