Work inluded interview with surrounding inhabitants for decision-making of the type of Park required.
Physical conditions of the terrain were evaluated, keeping into account mainly the slope and vegetation for the design of the Park. Decisions were made after the physical analyses for the distribution of the area for sport, games and resting spaces.

It consisted of developing a project of social housing whose main characteristic was that, even thugh it was located in a strong presence or absence of water (delta, Marsh, oasis, island, archipelago...) to make an efficient and responsible use of it.
The proposal made was : " Mechanical Water; Rain City" which was awarded for its "critical reflection which provides the city with urban use of water, by the extension and territorial dimension which the Project involves, and for the proposal created from the collecting, distribution and final availability of the water, it was commented with an enormous creativity and outstanding expressive quality", according to the jury report.

The proposal Consisted of projecting a vision prospective multi-scale (housing, rancheria, district, municipality and department) and plurietnical of future urban develoment, suburban and rural development of Uribia.
The proposal, a landscape in which human activity cannot be separated from the natural resources of the place, consolidating a complex system where ‘men,’ their identity, heritage and social hierarchy, work as an organism able to think, transform and develop sustainably ‘La Guajira’ for 2050.
