This follows inquiries on a tower crane crash in Malaysia in October last year and we were wondering if anyone here could provide some insight on whether the crane was compliant (based on news photos released)?

Wild unfounded speculation, but it looks like a foundation failure. Was there a geotechnical engineering report that provided recommendations for the crane foundation system to resist crane reactions (including uplift)?
