The Town hall sits above a fragmented landscape like a building raised on stilts. Circulation throughout the building is dependent on 3 main cores that are structural, which serve to organize the programs into 3 categories - government, public resources and public services. A double skin system of ETFE panels wraps around the floating volumes that form a translucent shell that creates a microclimate within the building.
