Digimap is THE source - the only other thing you could try to do is search for shape maps via gis such as ARCgis - i've been able to create maps that way -
I assume you know the City of London isn't London, right? and if you mean 'London' full bells and whistles, that's a lot of data even for digimap.
If your enrolled in a [US] university, see if your librarian can get you a temp account with Digimap.
You save drawings as scaled illustrator drawings then open them as dwgs. Drawings very smart with layers, etc.
