Is it customary for a state board to request your council record from NCARB? I recently completed my AREs. Two weeks later I received an email from NCARB that they were sending over my records to the state of MA. I didn't request a record release so I am a little confused.

Yes. If IDP is required in your state, the state will request your council record from NCARB to confirm that you have completed IDP.
