Does any know how to make this kind of white solid models? It does not seem like either plaster or foam.

Any material then Gesso, then paint. the Gesso is important because it gives the even texture across multiple materials, ie the base can be MDF, the buildings can be foam, or chip board or wood ect. Gesso evens it all out.  Then paint it out white .

It look like a material we used called Museum Board or cotton board. it is white and the same material in all layers. I find it in the framing section of your local arts and craft store. It has the ability to bend without creasing or buckling too.
