Sorry, go do it!  I couldn't resist.

That looks like super permeable pavement, over fairly non-compacted fill perhaps?  It'd be interesting to see what happens after another 30 seconds or so in that same spot if the flow continued.  My guess is that saturation might finally occur and you'd start to see the flow stay on the surface.  Just a guess.

P.S.  Green infrastructure folks and low-impact-development (LID) advocates would argue that there's something very right about that paving.
