From what I understand, you can open an NCARB Record and begin the IDP process. It will come with more red tape than someone from the states, but I'm certain your friend will be able to get licensed.

-Open an NCARB Record
-Record IDP Hours
-Take the ARE
-Become a licensed Architect in the United States
-Or all of the Above
