Docomomo US stands against 'anti-diversity' policies, reinforces values for upcoming Florida symposium

Docomomo US has issued a statement clarifying its stance on issues that have been raised in advance of its 2024 National Symposium in Coral Gables, Florida.

The group’s decision to host its annual event in the Miami area had come under scrutiny over the state’s pursuit of “anti-diversity” measures in the past year. The symposium will now continue with a renewed focus on sharing stories that can relate to the experiences of those communities targeted by lawmakers, organizers say. Their statement joins a prior call from the Association of Collegiate Schools of Architecture (ACSA) outlining the detrimental impacts such "anti-woke" policies could have in the architectural education realm in places such as Arkansas, Iowa, South Dakota, and Virginia.

New York is making rat infestation an issue for construction site managers across the city

The New York City Council passed the Rat Action Plan Thursday, a package of four bills that set new pest management standards. Among other measures, it will require applicants for certain construction work permits in the city to certify that a licensed exterminator was retained to effectively treat the premises for rodent extermination.

The city is currently enduring a spike in its world-renowned rodent population, as rat sightings in all five boroughs have gone up by a total of 71% when compared to last year. Outdoor dining sheds are at least partially to blame, but the city’s public sanitation standards and its now record-breaking number of construction sites are also contributors, prompting the city to put forward the new plan.

“New construction is still booming, anytime you cut open the ground you usually open nests of rats, that would really be a big part of it, as far as sightings,” a local pest control specialist explained to the Daily News recently. The new requirement only applies to job sites in “designated rat mitigation zones” and will take effect in April. An annual report from the city's Department of Health and Mental Hygiene will chart the success of the efforts and be made publicly available no later than November 1st of the same year.

Houses of worship in California are now in the position to take on the state’s largest social problem with the adaptation of new legislation that allows for housing development on plots that are, in almost every case, zoned exclusively for commercial use.

In July, Governor Gavin Newsom signed a bill that dropped a zoning requirement that mandated a certain number of parking spaces if the religious organization would build 100% affordable or workforce housing on its property. Obstacles remain, but case studies from Berkeley and other embattled communities have provided some examples of how the measure can positively stem the tide of displacement that has particularly affected people of color and other marginalized groups.

"Churches are some of the last, I think, property owners of color throughout Berkeley," local church leader Derrin Jourdan told KQED recently. "If we don't find ways of leveraging our support, we're going to find it enormously difficult to hold on to the property."

California passes new copyright protection law for publicly-available architectural drawings

California’s state legislature has passed a bill sponsored by the American Institute of Architects California (AIACA) that will limit public access to copyrighted architectural drawings for the first time.

The recently-signed SB 1214 concerns drawings that were submitted to local and state government offices and will take effect on January 1st, 2023. San Francisco-based architect Cary Bernstein is the member who initiated the act and says it will enhance the protections already provided by the Federal Copyright Act that are not properly being upheld by planning processes within the state.

“The law balances California's Ralph M. Brown Act which ensures the public's right ‘to attend and participate in meetings of local legislative bodies’ with long-standing federal copyright laws that protect architectural drawings,” Bernstein said in a statement. “I happen to love law, and this issue allowed me to indulge my interest through a project for [the chapter].”

NYC plan to allow cannabis cultivation on public housing rooftops runs into federal hurdles

At an April 9 panel discussion in Albany, Adams said his team was exploring whether the city could allow cannabis cultivation on the rooftops of New York City Housing Authority (NYCHA) facilities. The idea, he said, would be to employ NYCHA residents to staff and oversee the greenhouses as the state continues to roll out its recreational marijuana program for adults. “The jobs can come from NYCHA residents. The proceeds and education can go right into employing people right in the area.”

As part of its economic development agenda, the Adams administration has been pushing an ambitious pilot program for rooftop cultivation on federally-funded NYCHA public housing properties. The current laws, however, still classify marijuana as a controlled substance, leading to an inevitable impasse. An inbound decriminalization bill written by New York Democratic congressman Jerry Nadler could clear the way for legal grow operations on such property via an update to the federal guidelines, which a spokesperson for the mayor told Gothamist are held over from a pernicious era of public policymaking.

“[Federal] laws still on the books continue to harm the same communities that have been targeted for decades,” City Hall spokesperson Charles Lutvak explained. “The House passed legislation to this effect earlier this month, and we need those who are obstructing progress at the federal level to follow New York’s lead.”
