As electrification and decarbonization efforts continue to emerge for buildings, Powell remains excited about seeing the future of buildings unfolding.</p></em><br /><br /><p>The architect behind the <a href="https://archinect.com/news/tag/1509401/general-services-administration" target="_blank">U.S. General Services Administration</a>’s <a href="https://archinect.com/news/article/150438539/federal-green-proving-ground-program-secures-9-6-million-to-test-emerging-building-technologies" target="_blank">Green Proving Ground</a> program is <a href="https://archinect.com/UCBerkeley" target="_blank">Berkeley CED</a> graduate Kevin Powell, who spoke recently with <em>FacilitiesNet</em> about <a href="https://archinect.com/news/tag/571133/emerging-technologies" target="_blank">emerging technologies</a> and <a href="https://archinect.com/news/tag/1340931/decarbonization" target="_blank">decarbonization</a> efforts in the building sector. As the manager of the country’s largest portfolio of buildings (the GSA has some 8,400 nationwide), Powell is in a unique position. He says his office has proven 30 new products, touting the program as a "once-in-your-career moment" that will augur positive trajectories for building standards for the next generation.</p>
<p>"The program really helps a lot of the industry innovators bridge what folks call the Technology Valley of Death because we’re really taking that first user risk," Powell told the outlet. "We’re the first buyer, and then we’re validating that it works, and that helps both us and the commercial real estate industry. The facility community can have confidence in what to invest in, and that’s what it’s all about."</p>...

The rule stems from the Energy Independence and Security Act of 2007 (EISA). Section 433 of that law says new federal buildings and those undergoing major renovations have to phase out "fossil fuel-generated energy consumption" by 2030. But that provision never went into effect because the Energy Department failed to finalize regulations, until now.</p></em><br /><br /><p>All buildings (and vehicles) owned by the U.S. Government are currently <a href="https://archinect.com/news/article/150291170/biden-administration-issues-mandate-to-make-federal-vehicles-and-buildings-run-on-renewable-energy-by-2050" target="_blank">under mandate</a> to run on <a href="https://archinect.com/news/tag/26258/renewable-energy" target="_blank">renewable energy</a> by 2050. The EISA mandate was not fully effected until now because the DoE never finalized its regulations, <a href="https://www.npr.org/2023/04/10/1164652146/part-of-a-law-to-have-federal-buildings-stop-using-natural-gas-was-never-impleme" target="_blank">NPR reported</a> a year ago. </p>

<p>The project will augment Columbia’s Plan 2030 for achieving campus-wide net-zero emissions by 2050. It boasts a system of air source heat pumps (ASHPs) that manage the building’s temperature controls in unison with a high-performance facade that offers an optimized window-to-wall-ratio under 50%. </p>

As we're quickly approaching the quarter mark of the 21st century, however, much more concrete action and innovation in various sectors of the AEC domain is needed — and is already happening — on the ground level as well, as we have seen in our reporting on Archinect.</p>
<p>Continuing with our <a href="https://archinect.com/news/tag/2392753/2023-year-in-review" target="_blank">2023 Year in Review</a> series, let's take a look back at some of the story highlights focusing on decarbonization efforts, material research, policy implementation, and successful applications of sustainability principles this year. </p>

It is a compromise on the European Commission’s original proposals to renovate the leakiest homes, which member states had fought fiercely.</p></em><br /><br /><p>The EU’s pledge mandates that all new buildings will have <a href="https://archinect.com/news/tag/65656/net-zero" target="_blank">zero emissions</a> from fossil fuels in that timeframe, with heating systems derived from fossil fuels phased out by 2040. The expansion of <a href="https://archinect.com/news/tag/2132562/heat-pumps" target="_blank">heat pump</a> subsidies will be a decisive factor, along with the mandatory installation of solar panels on everything except heritage architecture, churches, and agricultural buildings by the decade’s end. Also at the conference, six other member states joined the U.S., Canada, and UK in pledging their commitments to the UNEP <a href="https://globalabc.org/our-work/fostering-collaboration" target="_blank">Buildings Breakthrough</a> challenge that will further reduce emissions by 2030. Signatories will also have until 2035 to cut emissions in residential structures by at least 20%. </p>
<p>Still, the <a href="https://climatenetwork.org/" target="_blank">Climate Action Network</a>’s Eva Brardinelli, told the <em>Guardian</em>: “The final agreement on the directive missed a significant opportunity to lift millions out of energy poverty and cut our dependence on fossil fuels.”</p>

<p>The new amendments offer a “watered-down” alternative to a proposed electric <a href="https://archinect.com/news/tag/2132562/heat-pumps" target="_blank">heat pump </a>mandate that was abandoned in the wake of a federal ruling against Berkeley, California’s <a href="https://archinect.com/news/article/150162530/berkeley-s-natural-gas-ban-creates-a-chain-reaction-in-the-west" target="_blank">natural gas ban</a> from 2019. </p>
<p>The state’s building and construction industry is one of many being targeted by lawmakers in an effort to eliminate all greenhouse gas emissions by 2050.</p>

<p>The 25,000-seat stadium forms the center of a larger mixed-use redevelopment set for an area of the Willets Points neighborhood of Queens that is also being targeted for a proposed $8 billion new <a href="https://archinect.com/news/article/150397089/shop-field-operations-behind-proposed-8-billion-metropolitan-park-mixed-use-casino-development-in-queens" target="_blank">casino development</a> and would be the MLS franchise's first dedicated facility after ten years in operation.</p>
<p>HOK intends to install a solar PV array on the stadium's roof and says they plan for a net-zero construction to match the franchise's 2040 commitment, achieving annual reductions of at least 12% after year one of the project's operation. </p>

<p>428 companies reported data as part of the survey, with 23,276 projects reported from 107 countries. In addition, 168 new firms signed the 2030 Commitment in 2022, bringing the total number of signatories to over 1,200. By contrast, the community held 170 signatories and 56 reporting firms in 2010.</p>

The benefits of embracing fossil fuel-free infrastructure in our City hold no boundary across industries and communities, and Boston will continue using every possible tool to build the green, clean, healthy, and prosperous future our city deserves.” </p>

<p>The chain has recently opened restaurants with these new features in Gloucester, Virginia and Jacksonville, Florida, with a third location set to open later this summer in Castle Rock, Colorado. This design pilot will help the company progress towards its sustainability targets, formed in alignment with Science Based Targets initiative (SBTi), to reduce direct and indirect greenhouse gas emissions 50% by 2030 compared to 2019 levels.</p>

<p>The challenge for practitioners, according to authors Kimberly Vermeer and Walker Wells, is doing so equitably with a mind to costs, as the price per unit of electricity is typically <a href="https://www.eia.gov/energyexplained/electricity/prices-and-factors-affecting-prices.php" target="_blank">much higher</a> for consumers than traditional fossil fuels. <p>The newly-added partners will be tasked with developing "highly repeatable" solutions to reducing carbon emissions in the heating and hot water systems of roughly 5.6 million square feet of high-rise buildings statewide that are included in the Challenge.</p>
<p>Brookfield Properties and Tishman Speyer lead the groups included in the program’s expansion, which now covers some 125 million square feet of commercial and multifamily properties and over 1,500 units of housing. <p>NYCHA has made design challenges a part of its program before. As <em>Grist</em> noted, the agency has previously issued similar challenges to older generations of industrial manufacturers, including a late-90s contest to design <a href="https://www.nytimes.com/1995/06/20/nyregion/public-housing-efficiency-plan-step-1-get-new-refrigerators.html" target="_blank">more energy-efficient refrigerators</a> for its properties, which at the time, did not offer ample enough space for the appliances. Lawmakers reached a deal late Wednesday on a bill requiring new buildings shorter than seven stories to go electric on Jan. 1, 2024, and taller ones after July 1, 2027. Projects that get their construction documents approved before those dates will be exempt.</p></em><br /><br /><p>Buildings of less than seven stories and at least half of its units subject to an <a href="https://archinect.com/news/tag/110562/affordable-housing" target="_blank">affordable housing</a> regulatory agreement are exempt if construction documents are approved before December 31, 2025. New buildings that are taller with the same agreement will have two more years. The measure allows the limited use of <a href="https://archinect.com/news/tag/593277/fossil-fuels" target="_blank">fossil fuels</a> in new buildings as long as they are not used for heat and hot water and are used intermittently. </p>
<p>The City Council will vote on the bill next week. </p>

<p>Under the recently unveiled <a href="https://www.lamayor.org/mayor-garcetti-launches-la%E2%80%99s-green-new-deal" target="_blank">Executive Directive No. 25, L.A.'s Green New Deal: Leading By Example</a> vision, the city will, among other broad efforts aimed at bringing environmental sustainability and economic and social justice initiatives to the fore, "ensure that all new municipally-owned buildings or major renovations be designed to reach <a href="https://archinect.com/news/tag/4477/carbon-neutrality" target="_blank">carbon neutrality</a> by 2030," according to the memo's text. </p>
<p>In addition, the directive will make the city the first in the state to adopt the guidelines of the <a href="https://www.dgs.ca.gov/PD/Resources/Page-Content/Procurement-Division-Resources-List-Folder/Buy-Clean-California-Act#@ViewBag.JumpTo" target="_blank">Buy Clean California Act</a>, a measure that indexes and rates on the <a href="https://archinect.com/news/tag/1429814/embodied-carbon" target="_blank">embodied carbon</a> of building materials for new building projects and renovations. After the news broke, four other California cities established new rules to "encourage buildings to use only electricity," according to a report from <em>Salon</em>. Since then, more cities, such as Santa Monica, San Jose, and Menlo Park have made the change, as well. Several larger California cities are seriously considering such a ban, as are more far-flung cities like Seattle and Brookline, Massachusetts. However, why is there still a group of individuals against this proactive approach to helping mitigate better carbon cutting practices?</p>

Councilmember Mike O’Brien plans to introduce legislation this week that would prohibit natural-gas piping systems in new structures, starting next summer. San Francisco is also set to consider legislation that would ban natural gas in new municipal buildings, of which there are few.</p></em><br /><br /><p><em>The San Francisco Chronicle </em>reports that several San Francisco Bay Area cities are looking to ban new natural gas installations in some types of upcoming construction projects. </p>
<p>The move follows a <a href="https://archinect.com/news/article/150146862/berkeley-bans-natural-gas-in-new-homes-and-makes-city-code-language-gender-neutral" target="_blank">recent city council ordinance</a> in nearby Berkeley that calls for eliminating natural gas-powered appliances in new residential construction there. The push to electrify home and commercial appliances and operations is part of a state-wide <a href="https://archinect.com/news/tag/1340931/decarbonization" target="_blank">decarbonization</a> effort aimed at eliminating carbon emissions in California by 2045. </p>
