TO COMBAT THE INCREASING PHYSICAL AND SOCIAL FRAGMENTATION OF TOKYO, AS WELL AS TO ENCOURAGE ECONOMIC GROWTH AND A COSMOPOLITAN DIVERSIFICATION OF THE POPULATION, TOKYO MUST BECOME MORE POPULATION DENSE. TO ACHIVE THIS, WE PROPOSED A SERIES OF POLICY INITIATIVES TO SPUR SELECTIVE UPZONING WITHIN THE CENTRAL ELEVEN WARDS. THE SEED FOR GROWTH WITHIN THIS SYSTEM IS A NEW BUILDING TYPOLOGY THAT INTEGRATES THE SCALAR, PROGRAMMATIC AND ADJACENT QUALITIES OF THE EXISTING CHOME, FOCUSING ON THE NUANCE OF THE NARROW STREETS AND ALLEYS OF TOKYO TO CREATE A TOWER THAT IS COMPRISED OF NEIGHBORHOODS.
