Employment 

ECM International, El Paso, TX, US, Program Manager

El Paso Water Utilities Field Operations Yard:
EPWU-PSB hired ECM International to manage the development of the New EPWU Field Operations Yard which contains: a) Fleet Maintenance Facility, b) Warehouse and Meter Repair Shop, c) Water Production and Water Distribution and d) Administration building, and e) Field Operations and Customer Service Building. The overall campus is approximately 20 acres. I was designated the program manager that assisted EP Water coordinate this project.

Phase 1 of the project is the Fleet Maintenance facility. This project was setup as Design-Build and was completed in 13 months - including design and permitting phases. The Rescue Mission of El Paso is now occupying the existing fleet maintenance facility located on Cotton St.

Phase 2 of the project was the Warehouse and Meter Repair Shop that needs to be operational by the 3rd quarter of 2016.

Phase 3 of the project was the Field Office and Customer Service Building that was completed in October, 2022.

Eastside Regional Park:
I was the professional in charge of development and implementation of the Eastside Regional Park which is part of the Quality of Life Bond that was approved by the citizens of El Paso in 2012.

On November 6, 2012 the citizens of El Paso approved the 2012 Quality of Life Bond Issue. The Eastside Regional Park is just one of many quality of life improvements projects to become a reality in our city. This $48 million park will be built on a 92 acre site off Montana Ave. and Hueco Club Road. With its proposed Community Center, Athletic Fields, indoor 50-Meter Competition and outdoor recreation pools, Amphitheater, Skate Park, BMX Trails, Picnic Areas, Dog Park and landscaped spaces, the Eastside Regional Park is a welcomed addition to our community.

ECM International was hired by the City of El Paso to provide the required 7-year Program Management services for the development of the park. After careful analysis, the park will be delivered in 5 years in lieu of 7 as originally projected.

The Master Plan was presented to City Council for approval in June, 2015.
Phase 1 of the park - called "The Beast Urban Park" was completed in 2020
